Responsibilities

The Constuction Manager will provide leadership and guidance to execute a safe, cost & schedule efficient, and quality large capital construction project, including the necessary subcontracting activities on behalf of Eastman.

 

Overall Responsibilities

  • Accountable for the Construction Execution Plan, manpower requirements and a KPI’s dashboard to monitor and measure a safe and efficient execution over the life of the construction project. 
  • Assist Engineering in detailing of plot plans and engineering deliverables required to efficiently execute on construction. 
  • Audit and contribute to the Construction capital cost estimate.  
  • Drive Constructability workshops and provide constructability input to Engineering model reviews and design elements. 
  • Identify requirements and locations for temporary site facilities, local accommodations, material storage and develop the Project Temporary Site Facilities Procedure in partnership with key stakeholders. 
  • Prepare the Project Construction Organization Chart and its mobilization schedule. 
  • Support the Contracting Manager to define the limits of the Construction Contracting activities. 
  • Survey and assess construction contractors to confirm safety qualifications, technical capability, availability, references, and adequate QA/QC & HSE systems to perform the job, which may include contractor/bidder visits.   
  • Prepare with Construction Contracting Manager the matrix for bulk materials split of supply between Contractor and construction contractors, 
  • Participate in the technical analysis of the bids, clarifications, and contractor selection process. 
  • Participate in the development of the detailed schedule to include construction main steps and long-lead procurement items. 
  • Audit & monitor contractor rigging and heavy lift plans, procedures, and required rigging studies. 
  • Prepare site-specific construction procedures and logistics requirements. 
  • Identify with Engineering the requirements for systems completion and turnover planning. 
  • Develop mechanical completion procedures and review checklists. 
  • Identify opportunities to derisk field hours and/or schedule with tools such as skids, modularization, off-site pre-assembly, or concepts for any part of construction following constructability workshops. 
  • Assure implementation of a claim prevention/claim preparation mindset, not limited to: a) RFI’s management, b) change notice management, c) documenting and filling any other correspondence that deals with potential claims (site shutdown, drills, etc), d) Maintenance of a daily construction log 
  • Assure proper interface management practices has been implemented at the construction site, not limited to: a) Interface register, b) interface agreements (if applicable), c) regular interface coordination meetings involving all contractors and also individual coordination meetings with each contractor, d) scope and responsibilities limits for each contractor involved 
  • Comply with all corporate policies and practices. 
  • Demonstrate ability to see the big picture and the tasks needed to achieve company vision. 
  • Able to effectively work within a diverse, international organization at all levels of seniority.

Technical Integrity and Operability/Reliability Aspects

  • Ensures that all Eastman specifications, SOP and other technical and operational requirements (Safety , Quality and reliability) are incorporated in the scope of FEED. 
  • Promotes the identification of value improving techniques by the project stakeholders (Eastman, Contractors, etc.) and cost savings measures to improve project competitiveness, particularly in FEED. 

 

Capitalization, Lessons Learned, Plant Operability, Safety, and Maintainability 

  • Ensure that design will address all necessary aspects related to Safety, quality, and the key operating basis of the project. 
  • Provides construction & operational lessons learned from previous similar construction jobs to engineering design contractors for consideration with the support of Eastman project team and other key stakeholders. 
  • Facilitates collection, documentation, and debrief of the project lessons learned. 

Qualifications

  • 25+ years experience as a Project Construction Manager managing Capital projects both as EPC/Turnkey Contractor and PMC / Owner side from project inception/development, FEED, Project delivery to transfer to Operational teams is required.
  • Experience managing capital projects internationally.
  • Experience in construction management and project development experience in very large ($500M+) capital projects for both green field and brown field sites.   
  • Experience in EPC projects under a variety of contracts. Technical and General knowledge of various engineering specialties and equipment, Construction/erection sequences/plans, Startup and Plant Operations. Ability to understand applicable specifications and standards.  Experience working with Advanced Work Packages, and/or Construction driven Engineering/Procurement planning. 
  • English language fluency is required. Bi-lingual Spanish language skills preferred. 
  • Influential leadership skills, Strong interpersonal and communication skills. Very organized, highly adaptable.  Safety oriented. Able to work under pressure. Can be autonomous in decision making congruent with the vision, construction direction, and project team leadership.   

  • Extreme bias to aggressively mitigate risk, can balance reactive and proactive execution.  Leverages teamwork and networking.  Able to communicate and persuade audiences as necessary at all levels to adopt his/her point of view for the best interest of the project.  

  • Proven experience driving results.

 

Job Location

  • This position will initially be located in Houston, TX during the FEED with the expectation that the team member will relocate to Longview, TX during execution. 
  • Hybrid working during FEED is possible, but the selected candidate will be required to be on-site at Longview, TX during execution.
  • Frequent travel required to Longview, TX, EPC offices, vendors, suppliers, sub-contractors, etc.
