Position Summary

Responsibilities of the Project Manager are to safely manage multiple capital projects and support process unit non-capital engineering needs.  The scope includes executing projects that comply with site engineering and process safety standards, interfacing with project owners (typically manufacturing), and preparing and monitoring budgets and schedules. They are also responsible for coordinating funding authorization request document preparation and overseeing engineering, procurement, and cost control activities.  As a key member of the Site Project Engineering Team, the Project Manager will have project leadership accountability and ownership for capital project execution from concept to post closure audit.
Critical to success is effectively integrating project input from all disciplines and subject matter experts including all Engineering disciplines, Manufacturing, HSES, Procurement, and Construction.  Success is measured by safely achieving cost and schedule targets. Project Manager will develop and maintain professional working relationships with Site Leadership, construction management, HSES, project controls, finance, contract administration, purchasing, and the business.

 

The Project Manager will also serve as the site liaison with potential Eastman - Texas City site tenants for all technical matters related to the development and execution of site business development projects.  The Project Manager will work with Eastman’s Corporate Site Development staff and Eastman’s Legal staff in developing project-related agreements.  As the site’s liaison, the Project Manager is responsible for ensuring that the land and utility needs of the tenant’s project are clearly understood.  The Project Manager will work closely with site operations, logistics, and engineering personnel to determine the best solutions for meeting the tenants needs in conjunction with the tenant to develop alternative solutions.

Responsibilities

Project Manager will establish and lead multi-functional teams consisting of 5 to 10 Project, E & I, Mechanical, Process, and Civil/Structural Engineers and Designers, Manufacturing Representatives, Procurement, and Construction Representatives.  The Project Manager will:

  • Establish team meeting frequency, communication structure, including, decision criteria, and roles and responsibilities for each team member.
  • Align project teams with project deliverables and goals and ensures that the project team stays aligned around these deliverables and goals.
  • Work with site, corporate and contract engineering groups, HSES and maintenance groups to leverage necessary resources to execute capital projects.
  • Work with manufacturing to identify project scope alternatives that offer optimal solutions for safely implementing infrastructure improvement and financially justified projects.
  • Be accountable for developing the engineering design, project estimate, procurement strategy, and will interface with construction to gather input in the design phase.
  • Direct technical and administrative efforts required to execute projects in accordance with scope, procedures and standards, and safety standards while achieving schedule and budget targets.
  • Ensure that detailed project cost and schedule controls are established to track progress on project commitments and issues project status reports. 
  • Manage and issues estimates during the various phases of the engineering process.
  • Prepare engineering change orders for review and submit them to the management team.
  • Ensure that the project start-up team is organized during the front-end process and that roles and responsibilities are clearly identified.  Ensures that the start-up plan is developed as part of the detail design engineering process.
  • Ensure project closure and final asset settlement is completed in a timely manner. 
     

Qualifications

REQUIRED EXPERIENCE AND SKILLS

  • Bachelor’s degree in Mechanical, Civil, Chemical, or Electrical Engineering with at least 10 years of chemical or petrochemicals industry experience.
  • 5+ years’ experience managing capital projects and the capital project planning process.
  • Strong interpersonal and organizational skills as well as excellent verbal and written communication skills.
  • Strong influencing skills with those individuals/teams they do not directly supervise
  • Proactive leadership change management and team building skills and experience.
  • Strong sense of ownership and a drive to improve existing systems and processes by creative and innovative approaches.
  • Must be comfortable working in a fast pace environment.
  • SAP experience highly desired; prior experience with Microsoft Project preferred
  • A broad understanding and relevant experience of technical and manufacturing processes are essential.

 

CERTIFICATION NEEDS

  • Transportation Worker Identification Credential (TWIC) required
