Regional Procurement Manager

Responsibilities

The Regional Procurement Manager leads regional procurement planning and execution for major capital projects, and/or segments of Eastman's global capital project portfolio. The objective of the capital procurement manager is to optimize cost, schedule, and quality parameters to meet or exceed the project objectives, as well as demonstrate incremental value through negotiated cost savings, enhanced optionality, and reduced risks.


Responsabilities: 
o Lead the generation and alignment of the project capital procurement management plan, from developing procurement strategies through bidding and contracting, as well as how the work will be accomplished.
o Identify critical path goods and service requirements with options.
o Create the equipment and material requirements lists, required service contracts, and potential vendors to bid for each element.
o Lead the project team in the development and implementation of commercial execution strategies, including the selection process for engineering and/or construction services.


• In the early stage of projects especially during option definition and basic engineering:
o Assist with project cost estimating and budgeting utilizing current pricing, statistical estimates, recent bid results, and other methods.
o Develop risk profiles for long-lead time items.
o Develop supplier lists, bid packages, clarifications, and analyses of responses.
o Develop negotiation requirements and strategies and contract performance requirements.


• As the project enters the execution phase, for larger capital projects an EPCOM (Engineering, Procurement, Construction, Operations, and Maintenance) team may be formed, and the capital procurement manager will be assigned as part of that team to represent Indirect Procurement and Sourcing, responsible for:
o Leading teams of capital buyers (internal and/or contracted) to ensure timely purchase order placement and tracking of expected delivery.
o Negotiating contracts and requirements that may be deviate from Eastman’s standards.
o When schedule, quality, warranty, or other contractual compliance issues occur, lead, or facilitate the development of negotiation strategies and discussions to maximize the value to Eastman.
o The above may include temporary assignments working in the contractor’s office, potentially internationally, or at other Eastman sites

• In accomplishing all the above:
o Incorporate a strong knowledge of relevant markets to determine the procurement strategy.
o Work closely with Eastman's sourcing function to incorporate sourcing strategies maximizing leverage and value across the enterprise utilizing Eastman’s approved manufacturer’s lists and preferred agreements.
o Work with other functional partners such as Legal, Risk Management, Accounts Payable, Logistics, and Capital Assets to ensure objectives are achieved.
o Relentlessly pursue additional cost savings on materials, equipment, and services.
o Ensure Eastman fulfils ethical and legal obligations under internal policies, external regulations and laws.

Qualifications

EDUCATION / OTHER SKILL REQUIREMENTS
• Bachelor’s degree (technical or business-related degrees are required, MBA a plus).
• Have at least 5 years of relevant experience in the functions noted above, preferably in the Chemical industry, either working for an Owner or in the EPC arena.
• Strong planning/project management skills, accountability, and follow through.
• Strong interpersonal and negotiating skills.
• Strong communication skills (written and verbal) from blue collar to executive audiences.
• Strong problem-solving and data analytical skills (ability to evaluate situations with multiple complex dimensions simultaneously).
• Embraces change, ambiguity, and complexity in the internal client base and external markets; utilizes these to generate value.
• Experience engaging with outside vendors and suppliers is preferred.
