The Department Environmental Specialist works closely with the Department Environmental Coordinator (DEC) to implement and administer the departments environmental programs.

 

Responsibilities Include:

1) Environmental Reporting

  • Prepare and review routine environmental reports that are submitted to EPA, TCEQ and other regulatory agencies with EA, DEC, and Operations management
  • Prepare annual reports including Emission Inventory and SARA 312/313 Reports
  • Assist with Title V semi-annual reports submitted to TCEQ

2) Environmental Compliance

  • Monitor the operation and data of the process units to maintain compliance with the New Source Review (NSR) Permits and Title V permits.
  • Monitor the operation and data of the process units to maintain compliance with Resource Conservation and Recovery Act (RCRA) Site Permit
  • Manage environmental documentation  

3) Environmental Training

  • Administer environmental training of operations personnel and update environmental training modules in TEDs 
  • Respond to specific questions and information requests from Operations management
  • Assist with training for new permit requirements and environmental programs

4) Environmental Testing-

  • Perform compliance, opacity and flow testing
  • Work with EA, DECs, departments, and TRC contractor to successfully complete regulatory emissions and certification testing, as well as provide support for data submission to State Agencies.

5) Regulation Implementation/Permitting Assistance/Program Mgt

  • Assist DECs in implementation of new environmental regulations
  • Assist with PBR development, NSR Permitting & Federal Title V Operating Permits & renewals
  • Develop new databases, reports, presentations, environmental management tools and graphs as necessary
  • Develop department regulatory compliance procedures and review/revise existing procedures
  • Provide documentation as required by the TCEQ during Title V audits

 

Qualifications

  • High School diploma/GED required; College degree or technician certified employees preferred.
  • Completion of TXO Operator Apprenticeship program or equivalent work experience
  •  2 years experience in manufacturing or environmental assignment that requires interaction with manufacturing preferred
  • Experience/familiarity with environmental regulations in a manufacturing setting is a plus
  • Must be capable of understanding the relationship and meaning of scientific terms (ppm, mg/l, BTU, psia, etc.) and applying standard mathematical equations to raw data
  • Strong written, listening, and verbal communication skills
  • Basic computer aptitude (database use, spreadsheets, word processing, presentation preparation)
  • Strong teamwork skills to interact with all levels within the company
  • Flexible to adapt to changing priorities quickly and effectively
  • Good organization skills and initiative; self-motivated
