Responsibilities

This position will have responsibility for the development and execution of personal safety and security programs at the Texas City site, in order to assure employee well-being, regulatory compliance and support of corporate objectives.  The Safety and Security Specialist reports to the Manager – HSES (Texas City, Texas).   

Job responsibilities shall include, but are not limited to, the following:

  • Champion and facilitate the site injury-reduction and safety-culture-improvement efforts, including proactive safety programs, employee engagement and risk awareness
  • Serve as a plant resource for practices, programs, and analysis/resolution of issues in the fields of industrial safety and security which may include complex analysis or solutions
  • Provide oversight for the contractor safety program
  • Maintain and manage the effectiveness of site policies and life critical processes such as lockout/tagout, confined space entry, hot work, fall protection, etc. 
  • Develop and maintain site safety procedures  
  • Ensure the timely reporting and investigation of all incidents, and serve as plant resource in cause analysis and investigation methods
  • Develop and deliver safety and security training to site personnel, as needed.
  • Participate in project reviews and provide field safety consultation, as needed
  • Serve as Facility Security Officer (FSO), assure compliance with MTSA (Marine Transportation Safety Act) regulations, and maintain the site TWIC program
  • Maintain effective relationships and represent the site as needed to community officials, regulatory agencies and industrial committees, including Port of Texas City Security Council, US Coast Guard, OSHA, Texas City Police and Fire Departments, and Texas City Emergency Management
  • Participate in corporate teams as appropriate; Collaborate with resources at corporate and other Eastman sites to benchmark and identify best practices
  • Provide direction to site security contractor 
  • Respond to site security and safety incidents 
  • Develop and submit routine reports to local and corporate management regarding activities and statistics related to safety, emergency response and security
  • Contribute to budget development and manage expenditures related to personal safety and security 
     

Qualifications

Qualifications 

  • BS degree required. (Preferred discipline Occupational Safety and Health or related 4 year technical degree)
  • Minimum 5 years' experience required in chemical or industrial manufacturing safety, or related chemical plant experience
  • Certified Safety Professional is preferred 
  • Security experience preferred

  • Ability to develop systems and workflows to solve problems and prevent recurrence
  • Ability to effectively represent Eastman interest with outside groups, companies, and agencies.

  • Ability to perform duties indoors and outdoors in various weather and settings; including office, meeting rooms, maintenance shops, and manufacturing  areas.  Work may involve climbing, work in congested areas, or work around chemical process equipment.   
  • The position may require periodic travel and occasional work outside a normal day shift work schedule
