Responsibilities

 

The Portfolio Construction Manager provides leadership throughout the execution of capital projects and is responsible for safely delivering projects within approved scope, budget, and schedule while ensuring operability and business objectives are achieved. This role develops construction execution strategies, manages contractors and field resources, monitors performance, and collaborates with Operations, Engineering, Procurement, Maintenance, Technology, and senior leadership on a portfolio level. 


Construction Leadership & Execution 


•    Manage capital project execution for a portfolio of projects. 
•    Develop and execute construction strategies supporting project objectives. 
•    Lead site construction from mobilization through turnover. 
•    Coordinate construction sequencing and execution planning. 
•    Lead routine construction review meetings. 
•    Proactively address risks impacting cost, schedule, safety, and quality. 

 

Safety & Environmental Stewardship 


•    Champion a Zero Incident Mindset. 
•    Ensure OSHA, environmental, and Eastman SOP compliance. 
•    Conduct field audits and contractor safety reviews. 
•    Support investigations and corrective actions. 

 

Contractor & Resource Management 


•    Manage contractors, subcontractors, and service providers at a portfolio level
•    Manage contractor performance for safety, quality, schedule, and cost. 
•    Coordinate workforce planning and resource loading. 

 

Project Controls & Performance Management 


•    Monitor cost, schedule, productivity, and earned value metrics. 
•    Work with Project Controls managers to develop forecasts and risk mitigation plans. 
•    Evaluate project performance and identify improvements.

 

Stakeholder Coordination 


•    Coordinate with EPCOM stakeholders. 
•    Communicate projections, risks, and execution strategies. 
•    Promote Eastman Capital Process governance. 

 

Quality Management 


•    Ensure compliance with specifications and codes. 
•    Lead resolution of quality deficiencies. 
•    Lead constructability reviews. 

 

Project Administration & Governance 


•    Manage permits, change orders, contracts, and execution plans. 
•    Participate in benchmarking and continuous improvement initiatives. 

 

Startup, Commissioning & Turnover

 
•    Lead mechanical completion and turnover. 
•    Coordinate punch lists and closeout. 
•    Support commissioning and startup activities. 

Qualifications

 

•    Bachelor’s degree in engineering, Construction Management, Business, or related discipline is preferred but not required.
•    Minimum 8 years of industrial construction or capital project experience. Equivalent experience in other fields will be considered. 
•    Minimum 5 years leading field construction execution. Equivalent experience in other fields will be considered. 
•    Experience managing contractors and multidisciplinary construction teams or equivalent management experience 
•    Strong understanding of scope, cost, schedule, risk, and quality management. 
•    Demonstrated leadership in large organizations.
