The Role
The Capital Procurement Manager is responsible for leading capital procurement planning and execution for projects across segments of Eastman's global capital project portfolio. The primary objective is to minimize the total invested capital (TIC), achieving project schedules, mitigating project risks, and achieving or surpassing other project objectives.
Areas of Responsibilities
Capital Procurement Management Plan:
- Lead the development of the project capital procurement management plans, documenting procurement strategies from documentation through contracting.
Project Alignment:
- Align with project managers on the project schedule requirements to build a procurement schedule.
- Identify critical path constraints impacting project schedules.
Vendor Coordination:
- Create equipment and material requirements lists.
- Generate Bid Slate.
Commercial Execution Strategies:
- Lead the development and implementation of commercial execution strategies, including purchasing processes for engineering and construction services.
Project Phases and Cost Management:
- Engage in option definition and basic engineering phases (FEL 1 and FEL 2).
- Assist with cost estimating and budgeting using current pricing and estimates.
- Develop risk profiles and generate cost-lowering options.
- Ensure readiness for FEL 3 and final appropriation estimates.
Procurement Documentation and Risk Management:
- Create procurement documents (supplier lists, bid packages, etc.).
- Manage procurement aspects of the project risk register and develop mitigation plans.
Team Leadership and Contract Management:
- Lead teams of capital buyers to ensure timely purchase orders and coordinate expediting.
- Negotiate contracts and manage deviations from standard terms.
- Address and negotiate solutions for schedule, quality, and contractual issues.
Market and Strategy Integration:
- Use knowledge of markets to shape procurement strategies.
- Collaborate with Sourcing to maximize leverage Eastman’s Category Strategies, AMLs, and Sourcing Agreements.
Cross-Functional Collaboration:
- Work with Legal, Accounts Payable, Logistics, Capital Assets, and other functions to achieve objectives.
- Pursue cost savings and ensure compliance with ethical and legal obligations
Requirements
Education:
- Bachelor’s degree in a technical or business-related field is required.
- MBA is considered a plus.
Experience:
- Minimum of 5 years of relevant experience, preferably in the chemical industry, either with an Owner or in the Engineering, Procurement, and Construction (EPC) sector.
Skills:
- Strong planning and project management skills, with a focus on accountability and follow-through.
- Excellent interpersonal and negotiating skills.
- Strong communication skills, both written and verbal, capable of engaging with a range of audiences from blue-collar workers to executives.
- Strong problem-solving and analytical skills, with the ability to evaluate complex situations with multiple dimensions.
- Ability to embrace change, ambiguity, and complexity, and leverage these to generate value.
- Proactive and action-oriented mindset, with a demonstrated bias for action.
Vendor Engagement:
- Preferred experience in engaging with outside vendors and suppliers, especially in the EPC industry.
