Role Profile

The Capital Project Procurement Leader will play a critical role in overseeing the contractual execution of $1B+ capital projects supporting the Circular Economy Growth Platform and other large capital projects in the future.  Initially, this person will lead a team of Capital Procurement Project Managers to execute Projects POP and Sequel through development of strategic initiatives, recommendations, and will monitor implementation of strategies in line with project objectives.  
 

Responsibilities

  • Project Procurement Management:
    • Development of requirements, sourcing strategies, and management of the supplier due diligence process, RFP process oversight, contract negotiation and award, and oversight of the contract management process for both goods and services.
    • Drive commercial excellence by negotiating agreements and contracts so that costs and risks are optimized while achieving project objectives
    • Assemble the overall procurement strategy and supporting procurement plan for capital project which gives an optimal delivery of the business & project objectives then be responsible for seeing that plan is actively managed and progress tracked to proactively identify deviations or situations requiring action
    • Develop and execute response plans where the above described deviations occur
    • Establish project-specific procurement procedures as necessary in accordance with the developed strategy 
    • Proactively manage changes, identify potential problems, and coordinating with the project team to address them
  • Team Leadership
    • Staff a team, providing mentorship, guidance, and support in achieving departmental and project execution goals
    • Manage and mentor the sourcing team professionals, fostering their growth, development, and performance
    • Work collaboratively with the Global Capital Procurement Director (responsible for smaller business support and growth capital projects) to upgrade talent provide career paths for team members across Capital Procurement and clarify Roles and Responsibilities for Capital Procurement vs. other key internal stakeholders.
  • Supplier Relationship Management:
    • Lead supplier management efforts and serve as a central point of contact for all commercial discussions with suppliers
    • Source and engage reliable suppliers and vendors for capital project needs
    • Negotiate with suppliers and vendors to secure advantageous terms
    • Review existing contracts for ongoing maintenance & compliance

  • Strategic Planning:
    • Create a strategy to continuously seek opportunities to optimize costs while maintaining high-quality standards and performance
    • Develop innovative and cost-effective procurement strategies for capital projects
    • Develop and implement effective sourcing/contracting strategies for capital services across a range of different contract types (reimbursable, unit rate, lump sum, etc) to optimize cost, quality, risk, and performance across capital projects in alignment with the project’s objectives
    • Makes data-driven decisions by referencing benchmarking, industry/market analysis, total life cycle cost and spend analysis
    • Collaborate with cross-functional teams to align procurement efforts with overall project goals
    • Identify opportunities for process improvement and cost savings
  • Risk Management:
    • Identify and mitigate risks associated with sourcing and contracting activities, ensuring that all sourcing activities adhere to relevant laws, regulations, and company policies. Understanding of contract management and contract risks/gaps as well as understanding of how to coordinate with legal
    • Identify and implement cost/risk reduction and avoidance savings opportunities 
    • Assess and mitigate risks related to procurement activities
    • Ensure compliance with safety, rules, regulations, quality standards, laws, internal policies and capital spend adherence to approved funding limits.
  • Communication and Reporting:
    • Establish key performance indicators (KPIs) and regularly evaluate and report on the performance of sourcing initiatives, identifying areas to improve
    • Maintain effective communication among project disciplines, clients, management, and project leads
    • Regularly report project status to CPO and CSCO
    • Manage interface with key internal stakeholders

Required Qualifications, Experience and Competencies

  • Bachelor’s degree in Business, Supply Chain Management, or related field. MBA preferred
  • 15+ years of global sourcing or relevant business experience (engineering, operations, finance, general management) with progressive responsibilities
  • 5+ years of capital project procurement management experience with EPC and Design-Build projects, supporting $500M+ mega projects
  • Strong project management skills, negotiation abilities, a deep understanding of procurement processes and a proven track record in sourcing for capital project delivery needs in the chemical industry.
  • Exceptional relationship building, interpersonal skills, strong negotiation skills, analytical thinking, and attention to detail
  • Knowledge of procurement regulations, contract law, and industry best practices
  • Track record of identifying and implementing cost reduction and quality improvement initiatives / projects across capital equipment & service contracts
