Responsibilities

 

The Contractor Governance Manager (CGM) is responsible for managing deployment and sustainability of technology within contractor governance at Eastman’s Kingsport (TNO) and Longview (TXO) sites, driving significant vendor and Eastman change management.  The CGM will drive improvements within the commercial excellence of quotations and bidding with external contractors, as well as the governance and discipline in our standard ways of working with contractors from requisition through payment of invoice (entire Procure-to-Pay process). In addition, the CGM will be responsible for identifying gaps and opportunities in the TNO and TXO capital and expense processes, where engagement with contractors exists.

 

Essential Duties and Responsibilities

 

  • Manage deployment and sustainability of technology within contractor governance at TNO and TXO across significant vendor and Eastman change management
  • Improve the commercial excellence of quotations and bidding with external contractors
  • Improve the governance and discipline in our standard ways of working with contractors from requisition through payment of invoice (entire Procure-to-Pay process)
  • Engage with contractor services teams at TNO and TXO to stay abreast of site maintenance and capital team members’ ways of working and identification of improvement opportunities 
  • Cultivate professional relationships with team members and leaders in the TXO Contractor Services team, TNO Capital team and TNO Site Services team, specifically focused on selecting vendors for quotation, bidding and work and influencing continuous improvements in contractor engagement processes
  • Build strong relationships with contractor company partners, working to assist the contractors through the change management elements of using a vendor-managed service technology 
  • Serve as the Subject Matter Expert on chosen vendor-managed services technology and the underlying business processes that the software enables
  • Ensure alignment with managers on contractor requests to refine and update resource needs for the vendor-managed service technology chosen
  • Maintain consistent feedback loop with managers and contractor companies to facilitate discussions on aspects of procurement, timekeeping and invoicing processes within vendor-managed services technology
  • Maintain a thorough understanding of the business landscape, seasonality and global trends/events; continually monitor changes in the marketplace for cross-company strategic forecasting and partnership
  • Focus on continuous improvement of role and delivery to all users 
  • Ensure Eastman’s needs and performance requirements are met through the following of consistent, efficient and effective processes
  • Respond to and resolves user issues 
  • Ensure compliance with Eastman’s procurement policies, guidelines and processes
  • Train users on software, program requirements, program utilization and policies
  • Perform effective task management and coordination of all stakeholders to ensure the process executes as intended while addressing barriers
  • Cultivate a solid relationship with our vendor partners, creating an environment of shared trust and innovation leading performance metric conversations with key stakeholders, including Procurement
  • Coordinate calls to allow contractor companies to ask managers questions and get additional details on upcoming requests
  • Conduct vendor user training on program rules of engagement
  • Negotiate with vendors
  • Contribute to vendor rationalization strategies
  • Lead and consult on worker audits and remediation with vendors

 

Qualifications

 

  • Bachelor’s degree required
  • Experience with capital and expense management of site services contractors across the Procure-to-Pay space from vendor quotation and selection through invoicing
  • Expertise and experience with contracts and negotiations
  • Experience working across multiple functions – manufacturing, maintenance, procurement, technology, accounts payable, etc.
  • Advanced experience with Microsoft Office and demonstrated proficiency, including Outlook, Word, PowerPoint, Excel & Teams.
  • Demonstrated ability to prioritize, plan, delegate and manage multiple tasks 
  • Excellent communication, facilitation, relationship management/ building, interpersonal and leadership skills with a proven ability to lead, influence and motivate others
  • Strong analytical and problem-solving skills and a firm grasp of the strategic implications of key industry trends and developments
  • Must have the ability to generate insights from business metrics
  • Ability to work both strategically and tactically and develop new processes to drive efficiencies
  • Excellent organizational skills
  • Results-focused
  • Strong sense of urgency with the ability to assess situations and come up with solutions quickly using sound judgment
