Description

The Capital Procurement Manager leads procurement planning and execution for assigned capital projects across Eastman’s capital project portfolio. The role partners with project managers, engineering, construction, legal, and other stakeholders to develop procurement approaches that support project scope, schedule, cost, quality, safety, and risk objectives.

The position contributes from early project definition through contract award and execution, helping identify market and schedule constraints, develop competitive sourcing strategies, obtain reliable cost information, and secure the equipment, materials, and services required by the project. The manager applies relevant Eastman category strategies, sourcing agreements, and approved supplier lists where appropriate, while developing project-specific approaches when the project’s needs or market conditions warrant them.

Success requires sound commercial judgment, strong planning and follow-through, and the ability to influence project teams and suppliers in a complex, changing environment. The role balances total project value with schedule, technical suitability, supplier capability, quality, safety, and commercial risk.

The ideal candidate is proactive, commercially skilled, and relationship-oriented, with strong business acumen and an understanding of project management, contractor services, and service agreements. The successful candidate will be able to influence stakeholders, lead through ambiguity, and balance short-term operational needs with long-term value, supply resilience, and risk management.

Responsibilities

•    Develop procurement plans for assigned capital projects, documenting the sourcing approach, procurement packages, supplier strategy, contracting plan, key decisions, and schedule requirements.
•    Partner with project managers and engineering teams to translate project scope and technical requirements into procurement packages and a coordinated procurement schedule. Identify long-lead items, critical-path constraints, market capacity issues, and other procurement risks early enough to support mitigation.
•    Engage during project definition and early engineering, including FEL 1 and FEL 2, to provide market insight, budgetary pricing, supplier input, contracting considerations, and cost-reduction options. Support procurement readiness for FEL 3 and final project appropriation estimates.
•    Develop and execute sourcing events for equipment, materials, engineering services, construction services, and other project needs. Prepare or coordinate bid packages, supplier lists, bid slates, commercial evaluations, negotiations, and award recommendations in partnership with technical and project stakeholders.
•    Assess supplier capability and commercial proposals in light of project requirements, including delivery capacity, schedule commitments, technical fit, quality, safety, financial and execution risks, and relevant supplier performance.
•    Negotiate contracts and commercial terms for project purchases and services, including scope, pricing, delivery, payment, performance obligations, change management, and appropriate risk provisions. Coordinate review of deviations from standard terms with Legal and other relevant functions.
•    Coordinate procurement activities with capital buyers and other procurement resources assigned to projects to support timely purchase orders, supplier commitments, expediting, and issue resolution.
•    Monitor procurement risks and commitments throughout project execution. Partner with the project team and suppliers to address delivery, quality, commercial, scope, and contract issues, and develop practical recovery or mitigation actions.
•    Maintain current market and supplier knowledge relevant to capital project procurement. Collaborate with Strategic Sourcing to leverage applicable category strategies, approved supplier lists, and existing sourcing agreements, and to identify where a project-specific approach is needed.
•    Work with Legal, Accounts Payable, Logistics, Capital Assets, Finance, and other functions to support effective contracting, purchasing, delivery, payment, and asset-related processes.
•    Identify and support cost savings, cost avoidance, and value-improvement opportunities while maintaining project requirements and appropriate controls. Promote fair supplier treatment, ethical business practices, and compliance with applicable procurement governance.

Qualifications

  • A bachelor’s degree in a technical, business, supply chain, or related field.
  • At least three years of relevant experience in procurement, sourcing, commercial management, project delivery, or a related role. Relevant experience should demonstrate the ability to manage commercial work, coordinate stakeholders, analyze options, and deliver commitments.
  • Strong planning and organizational skills, including the ability to manage competing priorities, develop procurement schedules, and follow through on critical actions.
  • Commercial and negotiation skills, with the ability to evaluate supplier proposals and balance cost, schedule, technical requirements, quality, safety, and risk.
  • Strong analytical and problem-solving skills, including the ability to assess complex situations and develop practical recommendations.
  • Clear written and verbal communication skills, with the ability to work effectively with stakeholders and suppliers across technical and commercial functions.
  • Ability to influence and collaborate across project teams, procurement colleagues, suppliers, and leaders at different organizational levels.
  • A proactive, accountable, and adaptable approach, including the ability to work through ambiguity, changing requirements, and schedule pressure.

Preferred:

  • Experience with capital procurement, project purchasing, project management, or procurement for an owner, engineering, procurement, and construction (EPC) firm, or industrial contractor.
  • Experience supporting projects in the chemical, manufacturing, energy, or other industrial sectors.
  • Experience sourcing equipment, materials, engineering services, or construction services for capital projects.
  • Familiarity with project phases such as FEL 1, FEL 2, and FEL 3, and with procurement planning for long-lead or critical-path items.
  • Experience with contract negotiation, supplier expediting, project risk management, and coordination of procurement resources.
  • An MBA or other relevant advanced degree.
