HR Manager:


Serves on two Site Leadership Team as a business partner.  Contributes to setting functional or business strategy in areas of expertise. Consulted for input as functional or business strategy is being developed. Anticipates internal and/or external business challenges and/or regulatory issues; recommends process, product or service improvements. Solves unique and complex problems that have a broad impact on the business. Operates with minimal supervision in a complex environment. Establishes and maintains labor management relations. Represents the organization in contract negotiations with labor unions. Administers the collective bargaining agreements and grievances.


Leads a HR team consisting of a HR Manager and HR Specialist (nonexempt) providing support for (2) separate manufacturing sites in the Houston, TX and Birmingham, AL areas (i.e., Texas City and Anniston). Total population served is ~225 and approximately 100 are represented by (2) collective bargaining contracts.  (NOTE: Depending on experience of candidates, job structure could change).


The Human Resources Manager is responsible for all or part of these areas:

  • recruiting and staffing logistics; university relations
  • performance management, including hourly performance reviews in Texas City;
  • organization development;
  • talent and succession planning processes;
  • employment and compliance to regulatory concerns and reporting;
  • employee orientation, training and development (both facilitating and delivering); on-boarding;
  • employee relations
  • conducts disciplinary proceedings and investigations;
  • site-wide committee facilitation;
  • employee communications;
  • benefit inquiries;
  • serves as an advisor to the TCO Eastman Professional Development Club;
  • supports and inspires health and wellness initiatives;
  • actively participates in community partnerships (Chamber of Commerce, United Way);
  • employee services and counseling;
  • travels to and supports multiple facilities (30%)


Key Accountabilities:

  • Provides HR consulting services to stakeholders regarding processes managed, in both proactive and reactive ways.
  • Facilitates the building or developing of capabilities to support the business strategy.
  • Manages complex employee relations cases
  • Drives resolution of issues, in collaboration with partners in staffing, human resources, employment Legal Team, and other groups. Will escalate to more senior team members when necessary.
  • Coordinates and is responsible to ensure that all HR policies covering managed processes are up to date and fully documented. Will establish strong partnerships with relevant HR policy owners.
  • Builds capability in managers to facilitate an open, inclusive, values-based environment that enables effective employee experience. Ensure HRM role is perceived as an objective employee resource and escalation path for unresolved HR issues. Instills trust and confidence by maintaining objectivity and clearly communicating rationale behind recommendations. Remain patient and professional at all times.
  • Fosters a culture of ethical behavior. Ensures the client organization follows Eastman and HR policies and regulations, as well as local workforce laws. Ensures business leaders are making decisions and taking actions that are in accordance with them. Mitigate potential risk to the company.
  • Analyzes trends and identifies issues in and across teams, synthesize results of analyses and makes sound recommendations.
  • May be included as team member or may lead other various HR related projects with a wider focus on the organization or geography of which is part of.


Skills and Qualifications:

  • Strong business acumen and people acumen, and ability to consult, coach and influence business leaders at a managerial level around complex HR decisions.
  • Excellent cross-group collaboration, communication, negotiation, and interpersonal skills.
  • Strong systems-thinking ability. Demonstrable experience in analyzing business issues and providing scalable HR solutions that address & align to broader business requirements.
  • Ability to deal with ambiguity, and achieve results in a fast-paced, heavily distributed team environment.
  • Ability to manipulate and analyze HR data and drive solutions or recommendations based on data insights.
  • Demonstrated knowledge of HR laws such as EEOC guidelines, FLSA and ADA in US or equivalent labor laws in international locations.
  • Can demonstrate the ability to prioritize based on the highest value add to business
  • Can lead small projects or HR processes in Client area
  • Proficient in HR Systems and Microsoft Office Products, such as Excel, Word, PowerPoint
  • Experience in another HR function, such as Organization Design, Expatriate Administration, Talent Management, Compensation or Benefits a plus.



  • Bachelor's degree in Human Resources, Industrial Relations, Business Administration or related field required (Master's preferred)
  • Generalist experience within a manufacturing facility preferred
  • Labor relations experience in resolving contractual disputes, grievance and arbitration issues is strongly preferred
  • PHR, SPHR, SHRM-CP or SHRM-SCP certification preferred
  • Strong leadership skills and ability to influence at all levels of the organization
  • Strong written and verbal communication skills
  • Ability to translate HR knowledge into valuable recommendations and solutions
  • Ability to organize and prioritize multiple tasks
  • Ability to pass background check to qualify for Transportation Workers Identification Credential
