The HR Policy and Compliance Analyst is a critical contributor in HR’s compliance strategy, as well as executing HR initiatives, policies, and programs.  The HR Policy and Compliance Analyst must have a proven track record of influencing HR compliance and policy issues and decisions with domain expertise in employee relations/equal employment. The role serves as the US Subject Matter Expert for equal employment as well as providing general HR compliance oversight and guidance. 
 
Primary Responsibilities 
Serve as Eastman’s subject matter expert on EEOC regulations regarding affirmative action and equal employment opportunity compliance: 

  •  Responsible for full life cycle of OFCCP compliance reviews, including but not limited to, audit strategy, data compilation and analysis, advocating the company's position before the OFCCP, coordinating with internal and external legal counsel, and coordinating with local HR business partners and corporate HR subject matter experts
  • Effectively communicate AAPs to stakeholders, translating statistical and technical information into clear and concise results
  • Partner with Talent Acquisition, Talent Management and HR Business Partners to create and execute outreach programs and other initiatives to recruit, hire, and advance in employment in support of affirmative action goals 
  • Analyze both qualitative and quantitative data to identify trends, areas of strength, areas of opportunity, and to assist HR management in the development of future-focused action plans 

 
Provide support for employee relations:

  • Investigate and conclude on employment matters
  • Support labor relations matters as assigned

 
Collaborate with COEs and HR Business Partners on HR policy updates, revisions and review:  

  • Point of contact for HR policies, employee relations guidelines (ERGs), standard operating policies (SOPs) and administrative policies (APs)
  • Act as the Document Control Administrator for HR in MyPolicyHub
  • Actively monitor HR regulatory landscape in partnership with internal and external legal counsel, COEs, and other key partners 
  • File all required annual reports including EEO-1 Component 1 and VETS-4212. 
  • Coordinate across the US to ensure company bulletin boards have the required federal and state postings. 

 
Act as the audit and controls subject matter expert: 

  • Facilitate Global HR Controls Council and maintain documentation of compliance changes and confirmation of actions completed
  • Serve as COE consultant for all audit matters – internal and external
  • Serve as the Sarbanes-Oxley Area Coordinator for the global HR team

    
Deliver training as required to support compliance efforts and attainment.  

  • Management of Form I-9 compliance including completion of forms, maintenance of forms, and audits of forms to maintain compliance. 
  • US workforce planning and management of employee separations.

Qualifications

Bachelor’s degree required
Strong Working Knowledge and/or Subject Matter Expert for the following Compliance Topics:

  • NLRA – National Labor Relations Act
  • CBA – Collective Bargaining Agreements
  • Variable Staffing - independent contractors, LSEs, etc.
  • Personnel file maintenance and retention
  • Disciplinary/Termination Procedures
  • OWBPA – Older Workers Benefit Protection Act
  • WARN – Workers Adjustment and Retraining Notification Act
  • FMLA – Family and Medical Leave Act and other leave law compliance
  • HIPAA – Health Insurance Portability and Accountability Act
  • ERISA – Employee Retirement Income Security Act
  • ACA – Affordable Care Act
  • COBRA – Consolidated Omnibus Budget Reconciliation Act
  • USERRA – Uniformed Services Employment and Reemployment Rights Act
  • FCRA/State FCRA - Fair Credit Reporting Act:  background checks & EEOC compliance
  • Application/Recruiting/Hiring Processes
  • I-9 Compliance
  • GINA – Genetic Information Nondiscrimination Act
  • ADA/ADAAA/State Disability – Americans with Disabilities Act including accommodation process
  • Compensation Policies and Procedures including pay equity and statistical/impact analysis
  • FLSA – Fair Labor Standards Act including state wage laws
  • ADEA – Age Discrimination in Employment Act
